Effective September 1, 2005, changes in legislation under the Jessica Lunsford Act (a law enacted after the abduction and murder of Jessica Lunsford) now require all Tampa Schools contractors, subcontractors, and their employees to undergo a Level II background screening. This screening consists of an FDLE/FBI search. If a Tampa Schools contractor or their employees or subcontractors and their employees will be at any of Tampa Schools when students are present, have direct contact with students, or have access to or control of school funds, they will be required, as mandated by Florida State Law to undergo this screening.

If the contractor or subcontractors have no personnel who meet any of the three criteria, the law does not apply and no action is necessary. The fingerprints must be kept current and are required to be updated every five years. Any break in service to Tampa Schools will require individuals to be re-screened at their cost. Outside agencies’ reports will not be accepted. Prior to being fingerprinted, each individual will be required to disclose any previous criminal history on the Criminal Record Information form. This document must be received and cleared by the Tampa Schools’ Office of Professional Standards before being fingerprinted. All individuals will be required to meet the background qualification guidelines for contractors before being considered eligible for Tampa Schools site access.

After eligibility is assessed, notification of such will be sent to the contractor, along with the clearance for his or her employee(s) to report to Fingerprinting. The potential Tampa Schools contractor will receive a document that indicates the employee has been fingerprinted and is now considered an approved contractor/employee once the district receives the fingerprint return from FDLE/FBI. This usually takes 24 to 48 hours. Additionally, contractors will be mailed ID badges for their employees that must be worn at all times while present at any Tampa Schools campus. Los Angeles Schools are seeing a steady increase in arts education as the dual result of a long-term program and recent state funding. The Arts for All program was initiated in 2002 as a 10-year plan to restore arts education to the 80 districts of Los Angeles Schools. The project focuses on bringing music, dance, drama and the visual arts to K-12 schools in the area. Nine schools have just signed up for the 2007-2008 school year, bringing the total number of Los Angeles Schools involved up to 27.

Two of the newest participants are the Lancaster and Palmdale districts of Los Angeles Schools. Both schools completely eliminated their elementary music programs in the last decade due to budget cuts and increased pressure to perform on state tests. Major cuts first began for Los Angeles Schools with Proposition 13 in 1978. This California mandate reduced property taxes and district funds, which required all Los Angeles Schools to reduce or eliminate arts and physical education classes.

Los Angeles Schools were pleased when the state announced funding of $500 million for art, music and physical education classes in the beginning of June. Los Angeles Schools will use much of these funds for the Arts for All Program. Arts for All is built on a five-step process which, while proven effective, costs money. The five steps involved are:

1. Allocating 5% of a district’s budget to arts education

2. Having a board adopted policy

3. Creating an implementation plan with a timeline

4. Assigning a district level arts coordinator

5. Maintaining a student to arts teacher ratio of 400:1

Los Angeles Schools will pay for a program expert to guide parents, staff and community members in the creation of their implementation plan. The Lancaster district has an additional grant of $260,000 for its art and music programs.

Los Angeles Schools welcome the increased funding as a long overdue measure. Many educators in the Los Angeles Schools have lamented the loss of the arts as harmful to student development. While many of the cuts to arts education result from diverting funds to cover academic subjects needed to pass state tests, teachers argue that art actually enhances learning, allows children to make connections between subjects, and provides a much needed balance to education.

Like the rest of the country’s urban districts Los Angeles Schools are trying to meet the 2014 No Child Left Behind requirement that mandates proficiency on state tests by all students regardless of developmental delays or language barriers. Diverting funding away from the arts has put Los Angeles Schools in a situation where children as young as third grade are losing recess, physical activity and a basic arts background in a frenzied scramble to meet rising national standards.

The state of Kansas’ Board of Education is expected to make a change to teacher licensure requirements that could help Kansas City Schools get the teachers it needs. According to Martha Gage, director of teacher education and licensure, the Professional Standards Board recommends the improvements.

The changes will allow teachers in Kansas City Schools, and across the state, to add subjects to their portfolios with greater ease. Why is this important to Kansas City Schools? As a result of the state increase in science department credits required for graduation, the Kansas City Schools cannot fill its need for chemistry and physics teachers. This change would allow a biology teacher to take the competency test in a different science area, like chemistry, and be qualified to teach it.

Opponents voice concerns that this change will not ensure that Kansas City Schools’ teachers are really prepared to teach such in-depth subjects. John Richard Schrock, director of the biology education program at Emporia State University, feels that passing a competency test alone is not enough. These Indianapolis Schools’ teachers might be required to take more courses just in order to pass the difficult tests, but even would that prove sufficient?

But that’s not the only change that will hit Indianapolis Schools if the state’s board of education passes the initiative. The changes are designed to remove cumbersome paperwork and redundant information from the process of becoming a teacher in Kansas. While that should sound good to everyone, the final change involves lowering the grade point average (GPA) required to obtain conditional certification. Currently, a teacher applicant in Kansas City Schools must have a college GPA of at least 2.5. Of course, a veteran teacher from out of state may have a wealth of experience, and be a great teacher, but have done poorly 25 years ago in college. Proponents claim that the GPA is just one indicator of an applicant’s ability to teach. While some argue for maintaining the higher standards, the need for Kansas City Schools to find qualified teachers seems to be winning.

Advocates of both Kansas City Schools and the Kansas National Education Association feel that these changes are a way to fill the teacher gap while still maintaining a reasonable standard for teachers. Standards for both teachers and students have been a hot button topic in Kansas City Schools since the No Child Left Behind (NCLB) act went into effect in 2002. Its requirement for highly qualified teachers in areas like math and science, combined with the state’s increase in science credits for graduation has put Kansas City Schools in a teacher quandary. Kansas City Schools are not alone. Public schools nationwide have been forced to innovate and adapt in order to succeed in the current educational climate.
